BOYS AND GIRLS OUTDOOR TRACK COMMITTEE MINUTES
November 23, 2015

Call to Order – The meeting was called to order by Steve Wysowski at 3:30 p.m.
Minutes – On a motion by Rich Kosta the minutes of November 24, 2014 were approved.
NFHS Rule Changes – The rule changes were reviewed by Steve Wysowski who is a member of the NFHS Rules Committee. The rules changes will be part of the alert page and will be posted online with all the spring packets at the appropriate time.
NFHS Online Rule Interpreters Meeting – The NFHS online rules meeting will be held on January 19, 2016 starting at 2:00 p.m. Interested meet directors and other committee members were asked to contact Steve Wysowski to let him know if you plan to participate. You will then be provided with the information to register for the meeting by Joe Tonelli.
Old Business – A concern was raised to Steve regarding the difficulty in getting qualified and certified officials for outdoor track state meets, especially when two meets are held on the same day at two different venues. As you know Steve has been working with committee members and CHSCA girls track chair Barbara Hedden and Yvonne Grimes to certify officials for NFHS meets in order to expand the pool of certified officials. This initiative has been successful and it is ongoing. To help alleviate the problem and to allow for a coordinated effort, Steve Wysowski spoke with Yvonne who is willing to assign the officials for the CIAC state meets. It was suggested that Yvonne attend the Meet Directors meeting on March 15, 2016 at 3:30 p.m. to insure that everyone is on the same page. The goal is to work towards having all certified officials. Another NFHS certification session will be held prior to the spring championships. It is important to identify non-certified quality officials who have been doing our meets for years so they can get certified and be available to us. We don’t want to lose these dedicated officials.
Review 2015 State Meets – Bill Baron reported that the meets went well with no major issues. There were many positive aspects of the Willow Brook track upgrade and Steve Wysowski assured the committee that the issues that were identified by the meet directors that needed to be corrected have been addressed. Also, it was announced that New Britain will allow one-quarter inch (1/4) pyramid spikes for the 2016 meets which was pleasing to the coaches. Now the spike regulations are consistent at both sites and we have two excellent sites for the meets.
Some other suggestions to improve the running of the meets were as follows: 1) Provide crates for the meet directors at each site with the necessary items; 2) Arrange for radio communication at Willow Brook Park; 3) Be sure we have a separate competitor entrance at both facilities.
Revision of 2016 Outdoor Track Packet – Steve reviewed the date revisions to the packet and other items that needed to be finalized and/or discussed by the committee. A few of the items contained in the packet are mentioned below.
Divisions – The committee thanked Dave Tetlow for doing all the statistics and calculations to assist with the division placement. Although the divisions were approved for the 2016 packet, the committee did revisit a discussion that took place at the November 2014 meeting relative to the formula and current performance standards used to place teams. The concern expressed by Tim and Peter is that a large number of schools are placed in Class S. Tim and Peter will do more research on this to see if changes may be warranted for the future.
No scratch Rule – The NFHS rule will be followed and coaches will continue to be encouraged to make scratches by 2:15 p.m. This should be reviewed by the meet directors at the coaches meeting prior to each state class meet.
Relay Entries – The committee adopted the indoor rule relative to relay entries for 2016 CIAC state meets. Up to eight competitors can be named for relays as long as NFHS meet event limitations are met.
Individual and Team Practice Requirements – All sports teams and individual athletes must have a minimum of ten (10) physical/exertional practices before the date of the first scheduled competition. No team/athlete shall practice more than six (6) consecutive days to provide a day of rest. Saturdays, Sundays and holidays may be used as practice days unless prohibited by local board policy. Sunday practices may be counted to fulfill the 10 day requirement.
2016 Packet Approval – After considerable discussion and by unanimous consent, the 2016 outdoor track packet was unanimously approved.
Meet Schedule – The schedule, sites and meet directors were set.
