1.0 ACTION ITEMS
1.1 Review and Approval – CIAC Board of Control Minutes – September 24, 2015 – The Board reviewed the minutes from the September 24, 2015 Board of Control meeting.
1.2 Treasurer’s Report – Board reviewed the Treasurer’s report. Motion to approve the 9/24/15 minutes, and the treasurer’s report as part of consent agenda – B. Smith / L. Panagoulias – Approved.
1.3 Request from Enfield School District – The Board considered a request from the Enfield School district to merge the athletic departments of the Engield and Enrico Fermi schools for the 2016-17 school year in the event there are construction delays on a consolidated school building. The request is only a precaution in event the consolidated building is delayed. Motion to approve the request – Sullivan/Wiliamson – Approved.
1.4 Request for a Waiver of CIAC Sunday Play Rule – Newington High School and Guilford High School – The Board considered waiver requests from Newington and Guilford boys ice hockey teams of the Sunday play rule. In both cases the teams are looking to compete in tournaments over the winter holiday break that requires competition in Sunday play. These waivers are allowed by CIAC rule. Motion to approve the waiver requests – J. Monroe/S. Koroshetz – Approved.
1.5 Request for Extension of Appeal for [ ] High School – The Board considered a request for an extension of the eligibility appeal process from [ ] High School. The eligibility review process allows for an appeal within 30 days of the initial ruling. Due to confusion [ ] did not notify that it intended to appeal a decision and requests a waiver to appeal. Motion to deny the request for extension of appeal – J. Monroe/M. Ryan – Approved.
1.6 Request for a Waiver of CIAC Sunday Play Rule – Fairfield Prep – The Board considered a waiver request from Fairfield Prep boys basketball team of the Sunday play rule. A conflict with the school’s gymnasium is forcing it to play some of its annual holiday tournament on Sunday evening. Motion to approve the waiver request – M. Williamson / L. Panagoulias – Approved.
1.7 Letter of Self-Report – Use of Ineligible Player – [ ] High School –The Board considered a self-report from [ ] High School for use of an ineligible player by the boys cross country team. The school discovered that three runners took part in an outside road race competition, and then took part in a tri-meet. The school had already forfeited the results of the tri-meet. Motion to fine the school $300 ($100 per incident per athlete) – S. Koroshetz / D. Sullivan – Approved.
1.8 Letter of Self-Report – Use of Ineligible Player – [ ] High School – The Board considered a self-report from [ ] High School for use of an ineligible player by the boys soccer team. The school discovered that a member of the boys soccer team was 20 years old, in violation of CIAC eligibility, and participated in the first six games of the season. The team already forfeited its three victories among the six games. Motion to fine the school $500 ($100 per incident up to $500) – L. Panagoulias / J. Monroe – Approved.
1.9 Request Approval For Independent Investigation For Self-Report – [ ] High School – The Board considered a request for an independent investigation as part of a self-report from the [ ] football program. The school had self-reported possible violations of CIAC recruiting rules and use of ineligible players, and requested the CIAC assist with an independent investigation. Motion to approve the request for a special investigation – J. Monroe / S. Riffle – Approved.
1.10 Request Approval For Independent Investigation Into Athlete Eligibility – The Board considered a request for an independent investigation into the eligibility of an athlete based on questions of residency. Motion to approve the request for an independent investigation S. Koroshetz / D. Sullivan.
1.11 CIAC Policy Adoption – Unmanned Aerial Devices – The Board considered proposed policy from CIAC staff to prohibit the use of unmanned aerial devices (drones) during CIAC sanction tournament events. The prohibition is for the entirety of the venue and playing area, and is not for regular season games. Motion to adopt the proposal for prohibition of “drones” at CIAC events and allow CIAC to further amend the policy as needed and appropriate – D. Sullivan / L. Panagoulias – Approved.
1.12 Request for Waiver for Outside Competition – The Board was informed of a request for a runner from Glastonbury High School to compete in an outside competition as an unattached runner. Due to time sensitivity the request the waiver was approved by the Executive Board – The inclusion on the agenda was simply informational.
2.0 DISCUSSION ITEMS
2.1 Student representatives. The Board considered ways in which student representatives could be included in the Board of Control. The group expressed several ways in which it could be handled, including taking part in specific meetings. The Board felt students might be most effective working as advisors to sub-committees or within the sports committees. The Board suggested it would continue to investigate this option and work with student-activities and the CIAC staff to develop a plan.

3.1 Unified Sports – George Synnott informed the group the Unified Sports Leadership Conference would be held at the Aetna building in Hartford on December 18.

4.1 Eligibility Committee – The Eligibility Committee heard two cases and denied the both.
4.2 Eligibility Review Board – The Eligibility Review Board heard one case and approved a waiver.

6.5 Paul Hoey – Informed the group the annual Sportsmanship Conference will be held on Thursday, November 19 and was nearly at its capacity so schools should act quickly to register.
6.6 Steve Wysowski – Informed the group that as a cost-saving measure CIAC would only issue rule books on an every-other-year basis. Schools would still be notified of any relevant rule changes in a variety of ways and could request new books if needed.
6.7 Karissa Niehoff – Informed the group that the concussion lawsuit in Illinois had been dismissed. She also provided information on a helmet testing study that had been conducted by the NFL, the results of which might be released in the coming weeks. She also asked the group for continued support of the NFHS Network and that the CIAC is looking to expand the reach of the School Broadcast Program and that any interested schools should contact the CIAC.
